With this paper, Professor Kathrine Cramer revisits the rural groups she originally interviewed for her 2016 book The Politics of Resentment: Rural Consciousness in Wisconsin and the Rise of Scott Walker. Wisconsin Governor Jim Doyle applied for an 810-million-dollar grant to build a high-speed rail between Milwaukee and Madison. This is a heavily traveled route by car.
